De directeur van het Centraal Nautisch Beheer Noordzeekanaalgebied, tevens (Rijks-)havenmeester, maakt het volgende bekend

Gelet op de: 
Artikelen 2, 6 en 8 van de Scheepvaartverkeerswet;
Artikelen 1.01 lid 1 en bijlage 11 van het Binnenvaartpolitiereglement (BPR);
Het besluit van 11 april 2013 (Stcrt 9184) van de Directeur-Generaal Rijkswaterstaat en de Minister van Infrastructuur en Milieu houdende verlening van mandaat voor de uitvoering van nautische rijkstaken in het Noordzeekanaalgebied aan de directeur van het openbaar lichaam Centraal Nautisch Beheer Noordzeekanaalgebied (Besluit mandaat nautische rijkstaken Noordzeekanaalgebied).
 
Met ingang van 1 januari 2021 00:00 uur zijn de werkzaamheden voor zeesluis IJmuiden (eerder Nieuwe Zeesluis genoemd) in het Middenbinnen toeleidingskanaal gereed en kunnen de beperking van de scheepsafmetingen door de Middensluis gedeeltelijk worden opgeheven.
 
Dit betekent dat de onderstaande maximale scheepsafmetingen onder voorwaarden door de Middensluis kunnen passeren:

De aangegeven scheepsafmetingen passeren de Middenssluis mits de windrichting en -kracht binnen de groene sector valt (ontbonden dwarswindcomponent gelijk aan 5 bft of 10 m/s) van de onderstaande windroos. De windmeter op het bediengebouw Middensluis is hiervoor leidend;
De Middensluis ligt in strekking 089° – 269°.
Bij het passeren van het buitenhoofd Middensluis is een minimale under keel clearance (UKC) tussen sluisdrempel en scheepskiel van tenminste 0,80m vereist;
 
Bij inwerkingtreding van deze basijn wordt basijn 31/2016 ingetrokken alsook alle hierin genoemde bepalingen.

Maximum dimensions of ships passing through the IJmuiden Middle Lock

The Director of the Central Nautical Management, who is also the (State) Harbour Master, announces the following:

Having regard to: 
Articles 2, 6 and 8 of the Shipping Traffic Act;
Articles 1.01, paragraph 1, and Appendix 11, of the Inland Navigation Police Regulations (‘BPR’);
The Mandate Decree of 11 April 2013, Government Gazette No. 9184, of the Director-General for Public Works and Water Management and the Minister of Infrastructure and the Environment, mandating the Director of the Public Body Central Nautical Management North Sea Canal Area to perform the nautical responsibility of central government in the North Sea Canal Area (Besluit mandaat nautische rijkstaken Noordzeekanaalgebied – Central Government Nautical Responsibility North Sea Canal Area Mandate Decree).
 
With effect from 1 January 2021, 00.00 LT, the work involved in the construction of ‘Zeesluis IJmuiden’ (the official name for what was formerly called ‘the new sea lock’) in the Middenbinnentoeleidingskanaal (the inner approach channel to the Middle Lock) will be completed. As a result, the limitation to ship’s dimensions for ships passing through the Middensluis can be partially lifted.
 
This means that – under certain conditions – the following maximum ship’s dimensions apply for ships passing through the Middle Lock:

Ships with the dimensions indicated above are allowed to pass through the Middle Lock provided that the combination of wind direction and wind force falls within the green sector of the wind rose below (maximum cross wind component Beaufort 5, or 10 m/s). For crosswind determination, wind measurement from the anemometer on the control building of the Middle Lock will be decisive;
The Middle Lock lies in a direction of 089° – 269°.
A minimum under keel clearance (UKC), measured from the lock sill to the ship’s keel, of at least 0.80m is required when passing the outer head of the Middle Lock;

When this Announcement enters into force, Announcement 31/2016 shall be repealed including all the provisions mentioned in it.
